There are four components to the project. The first component is institutional reform and planning. This component will assist existing local authorities within the Nairobi metropolitan region, as well as new entities and authorities that will be created once the devolved government aspect of the new constitution takes effect. These new entities possibly include county governments, metropolitan authorities, and agencies, and other units of administration. This component will support the capacity enhancement and planning activities of these entities. The second component is local government infrastructure and services. This component will finance on a grant basis priority urban infrastructure in 13 selected urban areas in the Nairobi metropolitan region. The infrastructure to be financed will be the responsibility of the current local authorities and under the mandate of the future county governments. All subprojects will be selected on the basis of the existing participatory process for prioritizing local investments, called the Local Authority Service Development Action Plan, which provide the basis for local authority strategic plans. These are in line with Nairobi Metro 2030 Strategy. The third component is metropolitan infrastructure and services. This component will assist in providing large-scale metropolitan infrastructure in the areas of solid waste, transport, and sewerage services. In contrast to those financed under second component, these investments will be large-scale which is crucial for the development and integration of the metropolitan region as a whole. Regarding solid waste, the component will support the preparation and implementation of an integrated metropolitan-wide solid waste management (ISWM) strategy. The fourth component is Project management, and monitoring and evaluation. This component will finance the management activities associated with project implementation, including establishing and implementing a comprehensive monitoring and evaluation (M and E) system and training of the implementing agencies in environmental and social management. This component will also provide funds to undertake feasibility studies and prepare designs for implementation under a potential follow-on project in the urban sector in Kenya, and for other studies stormwater drainage and flood prevention in periurban areas of Dakar for the benefit of local residents. The component will provide for: (i) consultant services and technical assistance; (ii) goods and small equipment, including GIS-equipment, computers, and office equipment; and (iii) carrying out training and capacity building activities including travel costs related to south-south exchanges. The second component is the drainage investment and management. The component will provide for consultant services (hydraulic, urban planning) and technical assistance in form of an Implementation Support Consultant (ISC) team assisting the Municipal Development Agency (MDA) and municipalities with implementation and detailed feasibility and technical studies. The additional credit would help finance the costs associated with scaling up the project's activities to enhance the impact of this well-performing project. Specifically, the additional financing will finance additional investments to increase access to water supply and sanitation services in the areas served by AWSB, CWSB, and LVNWSB. The additional financing will result in the restructuring of the project which will include: a) revision of the project development objective to better align with the interventions supported by the project; b) a three year extension of the original closing date from December 31, 2012 to December 31, 2015; c) addition of new activities; d) triggering of three new safeguard policies, and changing the environmental assessment category from B to A to reflect the potentially significant environmental and social impacts of one of the sub-projects, the northern collector tunnel; and e) updating the results targets to reflect the scaling up of interventions, and substituting some of the original indicators with new ones designed to better track the outcomes of the soil erosion in targeted sub-watersheds. Tajikistan is to improve the availability, quality and efficiency of basic municipal services for the population of the towns which participate in the project. This project paper seeks the approval of the Executive Directors to provide an additional grant of SDR 7.7 million (US$11.85 million equivalent) to the project. The additional financing (AF) will help finance the costs associated with scaling-up of on-going activities and support additional activities to enhance the positive impact of the MIDP. The original project has successfully implemented municipal infrastructure investments in eight participating towns through (a) financing the rehabilitation and repair of infrastructure and installations and the replacement of equipment of local branches of the State Unitary Enterprise 'Khojagiyi Manziliyu Kommunali' (KMK), and (b) assisting KMK and its local branches to improve the management of the delivery of basic municipal services. The AF will continue to support five town's four existing towns and one new town. The on-going activities will be scaled up to i) expand physical investments in water supply, sanitation and solid waste management in an integrated manner in two towns, which borders Afghanistan and is one of the poorest and ii) strengthen KMK's capacity to provide centralized oversight over local utilities and to respond to emergency situations caused by natural disasters. The AF will also increase emphasis on institutional strengthening and sector reform by financing additional activities that pilot efforts to improve water service coverage and utility performance in select towns, and the development of a municipal sector strategy. Overall implementation arrangements including procurement and financial management for AF which proved to be satisfactory will remain unchanged. The AF will also enhance the ability of the Government of Republic of Tajikistan (GoRT) to better respond to disruption in services due to flooding, severe cold weather (snow) and earthquakes by financing utility services maintenance equipment, cement, fuel and gabion wire mesh. The restructuring consisted of the following: (i) a trigger of a new safeguard policy on involuntary resettlement as the project necessitated temporary land acquisition which was not originally envisaged during initial appraisal of the project; (ii) re-allocation of the grant proceeds from the unallocated category to other categories to finance activities which were originally envisaged under the project but were not sufficiently covered by the original scope; and (iii) extension of the closing date of the project from August 31, 2011 to February 28, 2012. The original Project Development Objective (PDO) will be revised to reflect the changes in scope of the AF. The AF will allow the Public Works and Urban Management Project (PWUMP) to: (i) implement additional works (US$14 million equivalent) that will scale up the project's impact; and (ii) continue supporting institutional reforms and municipal management practices and policies that affect the sustainability of the investments (US$1 million equivalent). From an initial review of the sub-project requests received, this is likely to support the following: (i) cobblestone paved roads (around 30 to 32 kilometers); (ii) markets (around 9); (iii) secondary schools (around 2); (iv) health and social center (around 1); and (v) basic earth roads including drainage system for low income urban areas (around 4 subprojects). The AF will also support an additional capacity building program on resource mobilization in the three selected cities (Bujubura, Gitega and Ngozi). With the recent inauguration of the completed 27 sub-projects, the project's visibility is high. The success of the previous project and the current International Development Association, or (IDA)-funded Public Works and Urban Management Project (PWUMP) has attracted a lot of interest from many constituencies and stakeholders in Burundi. Additional requests for sub-project financing have been submitted by municipalities and communities and the required beneficiary contributions have been committed. The needed funding far exceeds the remaining resources under the original grant. Furthermore, the AF will continue supporting critical capacity building programs for local resource mobilization and the intergovernmental fiscal transfer system. This fiscal transfer system is the only sustainable manner for providing predictable financing to municipalities and enabling them to finance investments, operations, and Development Project for Bosnia and Herzegovina is to improve the performance of the irrigation systems and the irrigation institutions to support agricultural producers in the project areas. There are three components to the project. The first component is infrastructure investment. This component will finance the implementation of irrigation and drainage infrastructure rehabilitation of about 12 Subprojects (SPs), of which 6 each located in Republika Srpska (RS) and Federation of Bosnia-Herzegovina (FBiH). The SPs are selected from the long-lists of potential sub-projects that were prepared by the two ministries. In FBiH this was based notably on proposals submitted by the cantons. The SPs are all located in existing agricultural land that in the past has been supplied with irrigation. In some of the SPs, the first priority will be on restoring or improving drainage. The main activities include rehabilitation with some construction, reconstruction, upgrading and modernization (only for the public/main and semi-public/secondary parts of the irrigation system, hence not on-farm), and also the introduction of new technologies that promote water use efficiency such as drip irrigation and low-pressure sprinklers. The second component is irrigation modernization. This component will support the capacity strengthening of the Ministries and Water Agencies in RS and FBiH, and participating municipalities and cantons in addressing: the new sector policies, and establishing and strengthening Water User Associations (WUAs). It will assist in developing Operations and Maintenance (O and M) arrangements for the introduced infrastructure/facilities, the fee determination, fee collection and management, and related water resources and irrigation management. The third component is project implementation support. This will cover costs of project management including Monitoring and Evaluation (M and E), safeguards, audits, Management Information System (MIS), the baseline and (final) impact assessment surveys,
